As a first step in improving your network, I would highly recommend joining My LinkedIn Power Forum. Its founder is Vincent Wright, the nicest guy you will ever know. His group contains some of the cream for the crop of networkers who are sharing their knowledge of networking and building up fellow members.

Another resource I would like to highlight is The Networking Community. I highly recommend subscribing to the Dan Williams' newsletter. He is a powerful networker and I have learned a lot from this resource.
